If one country, through policies, creates more discouraged workers, as an example, than another it may not be reflected in the statistics for the unemployment rate. So ideally you'd find a survey showing rates of discouragement for each country. For overall employment rates where high you could theoretically have the reverse case, for example pregnant mothers working until they give birth rather than three months before had policies been more generous. Between bird flu, the ozone layer disappearing, Y2K, global warming, 2012 the end of the world and now Brexit I am honestly supprised that there are any of us left. No doubt he is working with Johnson and his band of visionaries to not only come up with a new, world-beating range of British AI crop-gatherers - but has plans to offer a generous leasing system so farmers can afford it.
