I think the issue is more "censorship by default". It crosses the rubicon in terms of the internet being an open uncensored platform for free speech. Admittedly, it probably hasn't been that for some time.. but if you told people 10 years ago the police of vice and virtue were going to block access to large portions of the Internet by default they would have assumed you were talking about China or a totalitarian state. Having the option to block at the ISP level is fine, having it turned on by default most definitely is not. You should not have to scurry off and ask permission to do something perfectly legal. In addition even when turned on they won't necessarily stop search engines like Bing returning porn images if Bing's own filter itself is turned off. Therefore kids might not be able to visit the sites but they could still browse a lot of smut online if they want just using standard search engines. Personally I think ISPs are taking these actions to forestall any more nannying legislation from HMG but I don't think they are trying that hard. I know, as when I travel I often use inhouse wifi for reading it - and I'd say more than a few times it is blocked. Now, if that is not censorship on political grounds, I don't know what is.
