Central to the negotiations will be the form of payment used by the banks to insure the assets proposed for inclusion in the scheme. Last night, people close to the discussions said it would see a new type of capital instrument devised that includes a dividend entitlement. However, because the new shares would not include voting rights, their issuance would not be dilutive to existing shareholders. RBS has proposed including some non-toxic assets in the scheme in order to free up more capital for lending money into the economy. For the last 6 months Gordon (with and via the media) have talked up the housing bubble and now realises it's impossible and that his only hope of re-election is to nose dive the housing bubble at super speed so that in an election (May 2010?) it can be shown to have the green shots of making a recovery. I wonder when the moment of realisation dawned on him. Does he feel like a right plonker yet? Would be rather interesting to know.
