The Role of the South East LEP

As we are establishing our Local Enterprise Partnership, we know that partners, individually and collectively, have primary roles to play in realising our vision. We are clear that LEP should focus where it can add value to the efforts of others.

As a partnership of leaders – from the business community and from local authorities with their democratic mandates – our LEP, first and foremost, must perform a leadership role. This starts with setting out our broad vision for the LEP area. This document sets, at a strategic level, the vision over the next twenty years and the constraints. It is a living document which we envisage will be refined in discussions across the LEP area – and be refreshed in due course.

This leadership role means acting as strong advocates for our area – working with Government to find solutions that will enable us to deliver the strategic transport infrastructure that will drive national prosperity and economic growth. We will be a strong voice on behalf of our businesses and communities and work to ensure that Government and the European Union realise the national and international importance of the South East LEP area in the allocation of scare resources. Our advocacy will be supported by project specific economic intelligence which will provide the evidence base for investment.

Generally, the LEP is not a 'delivery body'; we will not create or fund factories, offices, broadband networks or companies themselves. Nor will the LEP invest in motorway junctions or learning facilities. Private investors, developers and businesses will deliver the projects which constitute economic growth in our area. European Union, central government and local authority investment will sometimes be needed to kickstart these projects and/or provide some of the necessary infrastructure.

We see ourselves as an 'enabling body' and a dynamic catalyst for change. By this we mean it is our job to identify the very high priority actions which must happen and, collectively, use the talents and resources of LEP members to ensure that these actions take place. Our efforts, so far, to select and promote two Enterprise Zones is one example, and we anticipate that many other projects will emerge which will benefit from the LEP playing an advocacy and enabling role.

so £40m to enable others to do what they can do without them. They spend the money on THEIR vision, and LEAD the investors.....not sure how or why...

so they tell the government what they want and they get funded by them, i wonder if we can turn hpc.co.uk into a quango.

The Local Economic Partnerships replaced the corrupt and wasteful Regional Development Agencies. I think the budgets for LEPS are a 1/10 of the RDA ones and of course there is still a need to promote economic development in areas where unemployment exisits

1/10th.....oh, thats all right then.

And there was me thinking we had councils, local and regional, to do all this stuff, local knowledge and all that, as well as accountability.

Clearly, having cheaper labour is not enough to move business to unemployment blackspots....when they have China.
