Well, it does say in that article that it will come from the DfE's capital budget, but yes, I doubt that will be enough.

Broken.......why don't they just own up and admit they don't want to provide any social services whatsoever.....just tender everything to mates and donors.....pass tax payers money via profit making businesses where shareholders will take their cut?........private profit, public pay........the rich don't use social services anyway, but making from it, now that is something quite different?;)
