If people know they are coming up to retirement they should be saving all that money being saved and not spent drives down the economy. This is the time the government needs to borrow and spend to balance the economy. IMO Osbourne has to give the illusion of cutting while doubling down on spending. Not to mention the Eurozone countries have had real austerity and national debts have exploded.
