Instigate an ID card system and require it for eg train or tube travel with AI cameras visually confirming the identity also access to any services. Quite a lot of young people are being found to be illegal immigrants (often they do not even know!) when they apply for a student loan. The U.K. has to buy food, fuel etc we cannot feed ourselves. We have to sell something, given that the majority return we could make good Money and stop illegals by making it more difficult to exist under the radar. i work at a highly ranked university. Some of the overseas students i teach are incredible, eg the Bangladeshi heavy metal fan who was the best engineer I ever met.

The govt has stopped that now. My place 95% of the overseas students are Chinese and 95% go home. They are here as the Chinese jobs market is difficult and a degree from an Anglosphere university makes a difference. It is in the power of the home office to make the U.K. HE sector a money spinning source of a few highly skilled migrants. If they are screwing that up it does not mean you should burn the whole edifice down.
