Just had a quick look at the Who Is database to see who the site is registered to..

Frankly I’m surprised that the Bank of England would use a .co.uk domain name. I would have expected it to be .org.uk.
The details seem suspicious to me. The domain name is registered to a private individual in the north, rather than the Bank itself. Is someone illegally masquerading as the Bank?
If it is genuine, why would the Bank feel the need to register http://www.housepricerise.co.uk?
I think its time to hand this over to the financial press for further enquiries.
