Apparently (due to the pace of expansion) there are not enough high quality applicants to fill all of the new managerial jobs created in the NHS (and presuably elsewhere). The result is that these highly paid positions are going to mediocre candidates who have been promoted beyond their wildest dreams. Although not mentioned in the artice, there must logically be a trickle down effect so that with the averagely competent promoted, the average jobs must be filled with the incompetents who are left.
