Im sure they would be delighted to lend them the bonuses @ 6% and a nice return on the covering CDS. nothing like compounding a bonus over 30 years. How can it be legal considering the opportunities for graft and corruption with the donations. Then the bankers will be back to the taxpayers for more money to make up for the money they've "lost out" in giving to the councils.
