(not verbatim, but essentially the same) ".....the 'green shoots', 'stabilisation', etc whatever you want to call it, that we have seen in the last few months - can be likened to the calm eye of a hurricane after the initial, forward front of the storm has struck. Those 'houses' damaged, but still barely standing, will get finally flattened when the second, rear wall of the storm strikes - leaving a still very windy, devastated landscape long after the main body of the storm has finally passed."
