News Index page 301 lists the following news this morning:

'Six Million' set to claim benefits - 306

Students 'left with £25,500 debt' - 307

Tenants urged to forgo rent cut - 308

I recommend reading the last of these 3 reports.

Millions of housing association tenants are being asked to forgo an expected rent reduction to help avoid a shortfall of new properties.

The National Housing Federaion (NHF) has warned that even a small drop in rental income could see thousands fewer new homes being built as services get squeezed.

Rent rises for tenants are linked to inflation measured by September's retail price index (RPI). It is expected to fall to minus 1.7% for July and remain around that level for some time to come.

Now, maths has never been my strong point, but I believe if you add the above 3 news reports together, the answer is

BROKEN BRITAIN
