I wonder if the tenants got charged/fined aswell surely they new this was illegal and we’re paying below market value for illegal accomodation, I suppose some or all of them will be homeless now so all is well in the councils eyes, they should have moved up north where there are many houses to rent for 90% less that way they could have all had there own proper room or possibly a full flat.
