With nearly five million people on a waiting list for social housing that most of them will not receive, Panorama reveals the compelling stories of families who struggle to get by in overcrowded or hazardous homes, or who have no option but to rent properties they simply cannot afford. Reporter Richard Bilton goes undercover to confront the cheats who make money unlawfully from badly-needed council flats or offer cash rewards for tenancies.

Jobless people assume government should give them a free council house. AND BBC regard them as victim, people in need for housing.

There are so many crimes in this arena that it makes the mind boggle.
It’s no just the mega rich that scam the system, we have a secondary wave of underlings exploiting the loopholes of those injustices.
That’s how injustices works in all aspects, they spread like wild fire. The same applies to a just society, only that isn’t as profitable or as
divisive. There is a great day coming.
