Negative interest rates payments

Some student borrowers to be paid interest

As RPI is negative student debt will be credited accordingly, "The application of negative interest, which will result in a small credit being applied to accounts, means that someone with a pre-1998 loan who has £10,000 outstanding debt would owe £9,960 at this point next year if they did not make any repayments." Whether this happens or not is anybodies guess. I hope Darling isn't basing his deficit on this...
