My solution is simple. Forget all this emissions business and focus instead on population stability or it's reduction. Close all borders to incomers, encourage those who want a home in the sun to b***er off. Hey presto, the country easily achieves its targets and, as a sideline no more road gridlock, parking problems or requirement for new motorways. There will be full employment. We will also have more houses than needed, so, no more building on greenfield sites or relaxing of planning laws required. Property prices will tumble and everyone can afford a home plus a holiday residence.

Next week I shall outline my cure for the common cold.

PS. If Glorious is monitoring, I'm on my lunch break
