33.1b lent in mortgages in November

BBC News: Mortgage lending hits new record

Data from the Council of Mortgage Lenders shows that a new record amount of mortgage lending took place in November, despite the IR rises in October. This is a 19% increase compared to last November's figures.

Does anyone know - do these figures make allowances for the old mortgages that are paid off when a re-mortgage takes place, or is this totally new borrowing?
