If it's any consolation I don't think its an enitrely British disease!
Estate agents in Manhattan started to use the name 'Chelsea' for an area that had been called 'Clinton' because it had a more fashionable ring to it. (This was back in the early part of the last century). And of course it stuck! Similarly with SoHo after London's Soho.

Which then begat Tribeca, NoHo et al

It's all part of this deplorable effort to be seen as richer, wealthier and more sophisticated than we really are. It's the sign of a morally bankrupt society, in which values are measured in assets.
If you feel you can't quite make the grade, why then just borrow more and fit in!
