possibly short lease? Very expensive service charges?

Didn't check the lease, think you have to pay to download that, could be a short but this was a repo. most mortgage firms won't lend against a short lease.

Service charges, well it has a porter but most people are happy to pay for security.

Area, not great but not Beirut either, good shops too and that massive bingo place near B&Q!

The picture is not of the same flat, don't know what no. 18 looks like, probably the same.
