To summarise the report

There is money but the lenders do not want to lend it to people who may not pay it back.

Do not go back to a falling market, stand back and enjoy the display.

So what is the possible action the Government can take according to Cosby?

Lend money to people who may not pay it back and guarantee it with taxpayers money.

Well! the lenders are talking about wanting new borrowers to have a 25%ish deposit. Maybe they are pricing in a fall, I can't see too many sane people with 30/50k in cash wanting to put it into property at this time.
