Just some idiot surveyor priced it (or maybe he had too or he wouldn't have had any more instructions), and some idiot bank clerk (probably in Northern Rock) approved the loan (because lets face it, once the idiot surveyor has priced it at the threat of his livelihood how can a drone argue at the threat of his) and then some idiot bought it - probably for 179K expecting to flip.
