Building Societies V Banks

A fairly general question this - and quite apt today methinks - according to this thread on moneysavingexpert:

Banks can fund themselves 75% wholesale, but Building Societies only 50%.

I'm trying to find details of the legislation governing this and would be grateful if anyone could post a link with more info.

I keep all my savings in Building Societies and would like some reassurance that they are actually safer.
