Now, because of the house price crash, property is becoming a pain in the @rse for the landlords :lol:

Hmm.. Pretty pathetic stab at landlords. Why on earth should these devices be anything to do with landlords? Probably most of them AREN'T put there by landlords, but by OWNERS who are sick to death of people using their walls as "meeting places." If you ever get the cash together and buy a place of your own (I rent, BTW) only then will you understand; and of course follow suit.

Example: The guy opposite my folks place built a lovely garden wall, probably about 3 feet or so in height. It suddenly became a "park bench" for groups of teenagers to gather upon, and they'd be there half the day and night. And you can imagine the abuse he got when he asked them to "move on". In the end, he had to top it with a one foot high, spiked, iron railing. It looked ugly as hell, but at least it caused the kids to bugger off elsewhere. That railing is still their today doing it's job - over 10 years later. You and I would have done the exact same thing.
