Should I Get Legal Advice Regarding Landlord Responsibilty

We currently rent a house with an association set up for ex-service personnel.

We have lived here for 10 years and for 2.5 years I have been requesting they replace some of the glass in our windows as the seals have gone. Some are permenantly misted up and others clear occasionally.

They keep sending tradesmen to provide a quote and then cancel the orders and never notify us. The only time we know about it is when we call them again.

This morning the surveyor has been extremely rude to me saying that they will only replace the permanantly misted ones and that they don't have a bottomless pit to replace all the windows with damaged seals. They seem to have enough money however to fully fit a kitchen and floor to one of the houses on our estate.

I did suggest that they must be aware that windows etc only have a limited life expectancy and would need replacing at some point.

As Landlords do they have a legal responsibility to carry out this work or do I have to look through frosted glass for another 2 years ?
