on the occasions that the MPC (since 97) has adopted a hiking posture it has been followed by at least 3 more!!!

I reckon this one was just to correct the last cut, which I and many others thought was an aberration. This seems borne out by your own analysis: most IR cuts were also followed by several others - the August 2005 cut was the exception.
