Tenant's Rights

Does anyone know where we as tenants stand on this: Our flat is heated by storage heaters which are around 10-15yrs old. In the winter they use between 60-70 units per night, resulting in a backlog debit of £350 we have to find. is the landlosrd obliged to provide a heating system that doesn't cost his tenants the earth to run? :lol: (that's a yawn, I know it's a dull one, but any answers much appreciated..)
