Bored DVLA staff sent porn emails

Jun 22 2006

Robin Turner, Western Mail

Boredom at work was last night blamed for staff at Swansea's DVLA headquarters exchanging pornographic emails in a scandal that has led to mass sackings.

So much material was emailed around the organisation's system at its Swansea office that it clogged up the computers, threatening Britain's transport system.

Fourteen staff, including a higher executive officer, will now be sacked and 101 have been disciplined, with some receiving final warnings.

Sources at the giant licensing centre, where the work is mainly clerical, blamed 'boredom' for the pornographic email 'game'.

The clampdown came after a three-month investigation by the centre, which handles all Britain's driver and vehicle records.

A spokeswoman there said yesterday the pornographic emails had been downloaded from the internet by staff when they were supposed to be working.

Then some of the X-rated images were attached to emails which were sent around the 20-storey building which towers above the M4 at Morriston, Swansea.

Trouble began when computers started slowing down because of the size and number of images flying around.

Then members of staff unaware of what was going on began finding disgusting images being attached to innocent-looking emails.

Bosses began an investigation into what was going on and IT experts were able to pinpoint the machines involved, and who was logged on at the time.

Fourteen staff were found to have sent pornographic emails to people outside the DVLA, which employs 6,000 people, and will now be sacked. The other 101 distributed the images only to colleagues and will keep their jobs.

A spokeswoman said the agency had taken different forms of disciplinary action. Those who sent the images outside the building 'risked bringing the DVLA into disrepute'.

She added, 'Following an investigation, DVLA has started dismissal proceedings against 14 members of staff for gross misconduct.

'The staff concerned were found to have used the Agency's electronic systems to send pornographic email attachments out of the Agency, in direct contravention of DVLA's code of conduct.'

She said tighter controls had been introduced which would monitor incoming emails with images attached to them.

She added, 'It's fair to say we now have a tighter system in place which will check all outgoing and incoming emails.'

A female worker who did not want to be named said, 'Boredom is a major problem in this place.

'The work can be very tedious and people find ways of livening up their days.

'The early stuff was pretty innocent, a joke really. A very boring document would have a picture of a naked woman attached, for example.

'I suppose it was bound to get out of hand. The stuff became more outrageous and then some of the men started sending ordinary emails to female colleagues to watch their reaction when they opened the pornographic attachment. It was like a game.

'There are a lot of girls up here and some took it as a laugh, and even got involved themselves. But it only takes a couple of complaints and everyone gets into trouble.'

It is not the first time the DVLA has been embarrassed.

Last year a 26-year-old clerk lost her job after video clips of her making love to her boyfriend began circulating on mobile phones within the centre.

And earlier this year David Derrick, 25, was jailed for 18 months for using his position there to supply vehicle details to a career crook who then attached the identities to stolen cars.

I once worked in a team of about 12 for a major bank in the City. It was fairly common for pornographic emails to be sent around the entire team (of girls and guys - no-one seemed to mind) and I was genuinely sick one day, and came in the next day to find a message to go and see HR.

Punishments -

Turns out that my (male) supervisor was sacked for sending porn, ditto two other male team members and the (male again) manager. I got a written warning for receiving porn and not reporting it (!?!?!?!!??) I did point out that it was a bit harsh to give me a warning for nothing more than receiving emails which were completely normal in that environment that my manager and supervisor condoned. Or to put it another way I got a warning for not grassing up my boss! I also complained that none of the girls were disciplined. The girls in the team who were recipients of exactly the same emails as me got off scot free.

Not that I'm bitter!
