Question On The Last Hpc Of 1990's

the internet really only developed from 1995, so how did the economists & people involved in property discuss, forcast the last crash in the 1990's ?

what I mean is, were economists predicting the last one & what type of statements were coming out then ?

did they say things like, property prices will never recover, etc......

apologies if it's been done before (did a quick search & found some discussions on the last one, but nothing directly mentioning my questions).
