Why Uk Isn't Building More Housing

When I see building statistics, I am wondering why UK is builing so few housing units.

On average, over the last years UK has been builing approx 200,000 housing units (for 60 mil. inhabts)

In France, it has been 300-400,000 housing units (for 60 mil inhants)

In Spain, 700-800,000 housing units (for only 40) ???

maybe Spain is making up for our shortfall in the hope that all the retiring baby boomers will be moving there with their new found wealth
