FOR all its intellectual snobbery, Great Britain is one of the worst-educated countries in the developed world. One in six lacks the literacy skills of an 11-year-old, one in three has no basic school-leaving qualifications – twice the level of France or Germany. So it is quite right that on Monday Gordon Brown, Britain’s Prime-Minister-in-waiting, will be launching an “education for all” campaign. The problem is that he is doing so in Mozambique.

What was that hype back in 97? I think it went something like, 'education, education, education'.
