"Any increase in these (legislative) burdens will inevitably cause some landlords to cease renting HMOs or even to leave the private rented sector entirely. There remains a real risk that many landlords will choose to withdraw from letting of HMOs and that this will increase the pressure on accommodation for students, single people and others. The HMO legislation only covers props with 5 or more tenants and accomadation on 3 floors. Essentially councils are allowed to levy sufficient fees upon LLs of such props to allow them to conduct proper inspections of such places. On top of these fees you will naturally have to complete any works deemed necessary to bring the let up to standard, such as fitting external fire escapes if needed, emergecy lighting, etc.... only after paying council fees and necessary works bills will you receive a licence (5 yeras). Licences are non transferable from owner to owner...

I remeber TTRTR talking about a cunning plan he had to improve the yield on one of his lets. It involved putting rooms in the roof. The devil in me imagines those rooms making the let a three storey let, now in need of an external fire escape...
