So they are still renter wage slaves, there mortgage spread out over their 99 years just makes their mean rent very low. Say a 2 bed flat is £99k for a 99 year lease , on a 30 year mortgage. They are effectively paying £1000 p/a rent long term. No different for not letting them own a leasehold and them only paying £83.33 pcm rent for 99 years.
