These new regulations will allow commercial properties, to be coverted into homes. Without the need for a planning application. Extensions will also be relaxed, allowing people to build upwards, subject to neighbours approval. These can also be purchased via goverment schemes. As i recall, there was already a relaxation in the conversion of light industrial classified buildings to residential that has been in place for a few years. As with this relaxation, there will still be some restrictions relating to services and area. For example: you surely couldn't convert 1 unit in an industrial estate to residential if the other 10 are clearly still in industrial use.
