I think the future is a future of the mega city 

The city is where the wealth is concentrated, it brings new ideas new visions it has the best health care lower transport costs.

politicians are afraid of stealing or upsetting the capital city

No thanks from me either but the pressures push in that direction. Just look at all the people screaming for "better" infrastructure, something that's mostly about creating the means for increasing centralisation.
