Is the EU seizing control of social media? (Article 13)

I've seen some disturbing reports about the proposed EU directive Article 13. It will, under the guise of copyright protection, tightly control the flow of information, via content filters that are applied to all information uploaded to the net. And apply a EU tax if it so decides, even to links to material that triggers the filter, e .g. if a HPC user links to copyrighted content (like the one below) then it gets auto blocked.

Would require a national gover to apply it, so the UK gov would vigorously apply it.

Other countries will ignore it,  Poland for instance doesn't enforce copyright due it's hatred of communist policies.
