Best way to report ‘beds in sheds’

I know of someone letting a garden building that is totally unsuitable for habitation as it is not compliant with building reg's i.e. there's definitely a breach regarding fire safety and I'm almost certain the electrical work isn't 17th edition standard either.

IMO it's a death trap. What is the best option here? Not much info on the local council website regarding such a serious issue unfortunately.

Would it be worth contacting HMRC re the owners tax position?  It will rattle them at the very least even if it doesn't immediately solve the bed/shed problem.
