Electrical Hazard

In my rented flat the sockets for the boiler, washing machine and fan oven are positioned underneath the kitchen sink.Surely this is a hazard? I didn't think anything of it until yesterday when there was an overflow in the sinkpipe, which is next to the sockets, and water got into one of them.Obviously sparks were flying and I had to switch the electricity off to dry it out. I didn't want to suffer an electric shock!

I need to know are there any regulations that my landlord is violating , I mean this must be dangerous. What can I do?
