Doesn't seem any more than the current laws and regs that are already in place regarding rental properties and the standards that they are supposed to meet? 

Sounds like it's only really aimed at the most extreme of rogue LL's... those that are criminally negligent and are literally putting their tenants lives in danger due to such poor and unsafe living conditions.


And probably even then they'll give them umpteen chances to put things right first before coming down hard on them.
