Shared Ownership Game Changer?

At the moment I am priced out (Bedfordshire) so I keep an eye on Shared Ownership, even though I know it's a massive scam.  Today I saw a sentence added to a description that I have never seen before (highlighted below in bold).   Is this a sign that they think people will buy the minimum 25% now even if they could afford more in the hope of picking up the next 25% or 50% when the crash comes?

A Great 2 bedroom Semi detached house located in Wixams, Bedford is being sold as Shared Ownership.

The open market value of the property is £232,500.00 with shares available to purchase from 25% - 75%.

Estimated Service charge £TBC

Please be advised that we make you maximise your share based on an affordability assessment.

I'm keeping an open mind about SO myself. I registered an interest in this development:

St. Annes Quarter, Norwich

Anyone who considers it will have to go through the small print with a fine toothcomb.
