Mortgage lending change Vs price change

How to read this?  (Tired).

I've certainly considered buying in one of the areas named in their list that are flat 2004-05 - places I actually have a connection with, if if if BTLer shake-out /S24 doesn't do much, or swap rates don't go up etc.  Although hold off for as long as possible from doing that.

I keep a close eye on one in case HPI begins to take off, and there are sometimes hints of that.

Some areas may have had fewer transactions, in part with low-inventory on market.

So less lending overall, in part from fewer sellers (happy owners for many, and no desperate sellers), but nevertheless bigger mortgages setting higher prices HPI+? 

HMRC used to put out some good data, including on transactions, but I've forgotten the link.
