Planning permission to increase house value

I live in a 4 bedroom house with 1.75 acres of garden. About half of the garden is an overgrown paddock with run down greenhouses and a collapsed barn! 

My thoughts have turned to how to increase the value of the property, before putting it on the market for sale.


#1. Would getting planning permission to build a house on the paddock area likely to increase the house value?

#2. How easy is it to get planning permission nowadays? Does it take long or cost much?
