I really mean the government to compulsory purchase all green belt land up to the m25 or GLA border, then re zone it and fund the councils to build proper old fashioned low density council estates with shops, creches, recreation grounds , community halls,lidos , cinema, schools and allotments. Provide decent low cost connections (tram/decent buses) to train/tube stations , This has all been done 2 or 3 times before so a blue print exists .
