Repeated personal allowance changes recently

Has anyone else had this?  I usually get one or no changes each year but I've now had four in the last month and they've each barely moved. My tax is slightly more complex than most so I expect it to move but not this frequently.

I haven't checked the last one yet but they've all been for about £20 so I'm thinking that they've dropped the trigger point for making a change and keep re-estimating my expected level differently.

It's definitely not a scam btw. There's no link to click and I can only find out what it is by going to the effort of logging into my government gateway.
