Licensing Landlords comes to Bournemouth

The schemes are unnecessary IF environmental health are easy to get hold of and act quickly in cases of bad landlords.
They have powers to force repairs.
They should also work with the courts to show that a landlord who revenge evicts isn't fit to be a landlord.

Publicising tenants rights via soaps or facebook would be a better way of getting a better quality of housing for all. (which must in theory be the aim of any such scheme)

1/3 poor housing is in the social housing sector though and env health won't get involved in them.

Have looked at the story now:
All landlords will have to be licensed to own property in Boscombe under a new scheme to tackle anti-social behaviour and poor quality homes.

Well ffs, can't the police deal with anti-social behaviour? 

And in most cases it's never solved it's just moved on somewhere.
