No, it will mean it's no longer counted under general inflation, which is handy as the licence fee rises three times the rate of official inflation, which is a whole other story that involves a quid-pro-quo between HM Treasury and various apparatchik.

Just another example of the newly independent ONS demonstrating their audaciousness, the decision to not count NetworkRail and PFI liabilities was another one of their recent triumphs.

Or in other words - The “Blair Brown Channel” licence fee is being is going to be used to help pay for the government spending.
