Will Local Councils Rescue/take Over Hmo Btls?

Noticed a rise in these stories. TheGuardian now: Dozens of asylum seekers crammed into single Home Office property

Is this an antidote to all the HPI Hype stories (location location, under hammer ...) in anticipation of an HPC and/or BTL annihilation. Many of them seem to be HMO stories. Are the local councils interested in HMO business? After green tax they will need less maintenance and generate good revenue.

Yes, LL should check immigration status but in practice how many of them actually do?

And what do they loose if they are found out? Is the property confiscated?
