Bernays believed that the masses could not be trusted to be rational, so manipulation of the masses was necessary, as they are irrational and dangerous as a result of the "herd instinct" .

Looking round at the mass hysteria after Brexit, was he right?

They ARE being manipulated....to bring on mass hysteria.

Yes, I don't want true/direct democracy it would be disastrous they'll just vote for ice cream for dinner everyday with no thought for the consequences.

I only enjoy pointing out that we don't actually have it and, in its place, have some sort of fraudulent conceit/pantomime because I'm bitter about someone, who isn't me, calling the shots.

Yep the MSM and especially the BBC have been a bloody disgrace, before and after Brexit.
