Scotland Doing Okay

Activity has outpaced both its long-term trend and the UK overall. Employment has remained
high, and unemployment low, by historical standards. The housing market has cooled, but prices have not fallen sharply

Maybe not "sharply" but they have certainly fallen!

But it is too hard for them not to spin something so this is what they say later in the farticle:

First, Scotland's housing market has outperformed the UK overall. The latest Bank of Scotland index shows house prices rising more than twice as rapidly in Scotland (6.8 per cent) as in the UK (3 per cent) during the three months to September. A healthy pace of housing activity underpins consumer spending by adding to wealth and increasing householders' collateral, allowing them to borrow and spend more.

So prices have fallen but prices have risen 6.8%. I wonder which bit is true?? How can we believe anything anymore!
