Planning Permission?

Buy a three storey end terrace and turn it into 3, self-contained flats. Is planning permission needed or is it permitted development in some council areas?

You should have planning, yes.

But some people think that it is a permitted development - this was really meant for converting a house into HMO, not flats, but there you are. If you were sensible you'd go through the council to check it was covered as a PD, but I guess most BTL types will just chance it.

However, the PD only caters for up to 6 people in the house - if it is designed to accommodate more then you definitely need planning.

And some councils/regions the PD is cancelled with an 'article 4' - here they'd need planning as well.

They'd definitely need building regs. Doubly so if 3 storeys.
