Town Council Precepts

Council tax is capped at a 2% rise without a referendum but down this way they've dealt with this by foisting a lot of their liabilities (toilets, parks, libraries, sports centres) onto town councils and the rises in the town precepts are all double figures, up to 90%!

Is there a way to say "no" to this?

Nobody's ever been bothered about the town councils up to now, my view is I'm glad that these people are prepared to give up their time, so now that they've gullibly accepted all these costs it looks like a fait accompli. There aren't any imminent elections so it seems like they can levy what they want.
